I support the Kasich budget because it is crafted after just what the American people have been trying to tell this body up here every year. We stood here a year ago arguing about budgets, taxes. People keep calling and writing and saying cut spending, no more taxation, and they meant that. But not only is the Kasich budget crafted to cut spending, but it is actually crafted to create jobs. When we create jobs we create more taxpayers. That is what this system is all about, people working, paying into the system. Let me just give a couple of examples of what I ran into when I was campaigning in 1992 to come up here and join this body. I was in a little, small town in middle Georgia in a small shop, a TV rental shop. I walked in there and a lady jumped me about taxes and taxation. She said, "You know, I have a little piece of property out here at the edge of town." This was Barnesville, GA, about 13,000 folks in the whole county. She said, "I have a little piece of property out here. I could have sold it three times, but I haven't sold it, and the reason I haven't sold it is because I don't want to pay tax on it. The taxes are too high." She was talking about capital gains, sir.
