“I urge the House to pass this amendment. Our National Defense Authorization Act is for the funding of the Department of Defense. It is for our Nation, for the United States of America, and there should be no funding for a foreign war. There should be no weapons sent that increase war. As a matter of fact, it leaves bombs behind for generations to come. That hurts the Ukrainian people. For anyone to say that this must be done to help the Ukrainian people doesn't care about the innocent Ukrainian lives that will be killed for years to come from these cluster munitions. Mr. Chair, I urge the House to pass my amendment, and I yield back the balance of my time.”
