“What I have found is that education is best from the local level, and I don't know that the Federal Government can really take some of these programs and put them down into a local school district and say here is this money, use it for this purpose or you don't get the money. To me, it would be much better if some of this money were set down in a block grant to the State and let the State identify the problems and especially the funding problems that they have and be able to administer the money.”
