In addition, I want to pay particular thanks to the gentleman from California (Mr. George Miller), the ranking member, and to the gentleman from New Jersey (Mr. Andrews). Their thoughtful consideration of the work that went into the effort behind this bill and the parameters narrowly drawn that we have placed into this legislation allow us to move forward in a digital world and deliver education to those who in the past might not ever have gotten it, while still assuring the taxpayer and those in the educational world that we will not accept fraud. We will not accept abuse. We will merely accept an expansion of opportunity for children and young adults all over America. I urge my colleagues to reject the substitute and vote for final passage of H.R. 1992.
