I thank the chairman of the committee, and I wish to reiterate my appreciation for what he and Senator Murray have done to bring a great bill to the floor. This is the ultimate local control amendment, which says if a State allows an opt-out, a parent can opt their kid out of testing, and it requires the States to ensure that parents know if opting out is possible.
