for 3 consecutive fiscal years, the leadership in the Senate majority party has consciously decided not to bring a budget to the floor of the Senate. Do you know what the result has been? It is time that the leadership of the Senate took a lesson from the American people. Let's get back to the business of America. Let's get a budget to the floor. Let's balance our budget. The ACTING PRESIDENT pro tempore. The Senator from Nebraska.
