Mr. President, this is an Isakson-Shaheen budget amendment that creates a deficit-neutral fund for the purpose of converting our appropriations and budget process to a 2-year process where we budget and appropriate in odd-numbered years. We would budget and appropriate in odd-numbered years and do oversight for efficiencies, finding abuses and finding those programs that are not working in even-numbered years. This is a process asked for by every President, from Ronald Reagan to our current President, and endorsed by Democrats and Republicans in this body. The person who knows the most about it is Ms. Jeanne Shaheen, former Governor of New Hampshire and a Senator, who is my partner. The PRESIDING OFFICER. The Senator from New Hampshire.
