this is an Isakson-Shaheen budget amendment that creates a deficit-neutral fund for the purpose of converting our appropriations and budget process to a 2-year process where we budget and appropriate in odd-numbered years. We would budget and appropriate in odd-numbered years and do oversight for efficiencies, finding abuses and finding those programs that are not working in even-numbered years. This is a process asked for by every President, from Ronald Reagan to our current President, and endorsed by Democrats and Republicans in this body.
