I want to make one point. This is not a spending bill; this is an investment bill. It is an investment in safe drinking water. It is an investment in storm water management. It is an investment in flood control and water resources of the United States of America. It is fiscally responsible and it is accountable. We have worked together in an absolutely bipartisan way to accomplish that. I encourage each of our Members to come and vote for the motion to proceed. If they have an amendment, bring it early, and let's go forward with the most important bill we may do in this session of the Congress of the United States. I want to add to that it is bipartisan, it is fiscally responsible, and it is the first time we have reauthorized it in 7 years. It is long overdue and important for us to do it now.
