I urge the House to approve this rule in order to give the House the opportunity to consider the merits of the underlying legislation. This bill permanently extends the full $1,000 child tax credit that the Congress and the Bush administration were able to enact in 2001 and 2003. Failure to get this proposal signed into law means that in 2005 an estimated 34 million families, with approximately 59 million more children, face higher taxes, as the credit is lowered to $700, and eventually sinks to $500 in 2011. Moving this bill into law will make crystal clear to the American people that President Bush and the Republican Congress are committed to protecting the tax relief that we were able to enact in 2001 and 2003. Anything less than that represents a tax hike.
