To somehow try to paint a picture that D.C. is a second-class city is absolute absurdity. Without question, this is the most influential city in this country--perhaps in the world. Mr. Speaker, I yield 2 minutes to the gentleman from Wisconsin (Mr. Grothman), my friend.
