Jimmy Earl Carter served as the 39th President of the United States from January 20, 1977, to January 20, 1981. A member of the Democratic Party, he previously held the office of Governor of Georgia from January 12, 1971, to July 1, 1975. During his presidency, Carter focused on human rights, energy conservation, and the Camp David Accords, which led to a peace treaty between Israel and Egypt. His administration also faced significant challenges, including the Iran Hostage Crisis and economic difficulties marked by inflation and unemployment.
Let us take this occasion to reaffirm our admiration for all the men and women around the world who are committed to the cause of freedom.
There are reserved to the President the functions conferred upon the President by Section 3, Section 7(a) (3), and the second sentence of Section 9 (b), and the determination specified in Section 10(a) of the Act.
The amendments preserve the central protections of the law against misuse of influence acquired through public service.
We will do whatever is necessary to see that those truckers who want to work are not threatened by either violence or intimidation.

I'm determined to bring common sense, equity, and efficiency to the entire regulatory process, so that the strength of our economy can be realized and the public good can be served and protected.
