Jimmy Earl Carter served as the 39th President of the United States from January 20, 1977, to January 20, 1981. A member of the Democratic Party, he previously held the office of Governor of Georgia from January 12, 1971, to July 1, 1975. During his presidency, Carter focused on human rights, energy conservation, and the Camp David Accords, which led to a peace treaty between Israel and Egypt. His administration also faced significant challenges, including the Iran Hostage Crisis and economic difficulties marked by inflation and unemployment.
The National Climate Program is intended to aid our Nation in understanding the climate processes and to make such information widely available.
I think the extreme political and personal courage exhibited by Prime Minister Begin and by President Sadat has been the foundation of the progress that we have made.
I have also established through Executive order the Nuclear Safety Oversight Committee which will help me make sure that the Nuclear Regulatory Commission and industry are taking the necessary steps to improve nuclear safety.
I am transmitting to you the 18th annual report on employment and occupational requirements.
This report features a discussion of the serious unemployment problems experienced by many youth today, especially minority teenagers.
I am pleased to transmit the first Annual Report on the implementation of Section 403 of the Powerplant and Industrial Fuel Use Act of 1978.
I hope that all States will become Parties to the Convention, and that it will be applied universally.
I hope that this report, like its predecessor, will contribute to the informed discussion so necessary to the maintenance of our scientific and technological capabilities.
The Council on Wage and Price Stability will continue to play an important role in our efforts to fight inflation.
I transmit herewith, for Senate advice and consent to ratification, a Convention between the United States of America and Canada with respect to Taxes on Income and Capital.
