What is important is that Bert Lance is a man of competence, of honesty, trustworthy, and a man of integrity.

The bill also adds a new section 37 to the Arms Control and Disarmament Act, declaring the sense of the Congress that adequate verification of compliance should be an indispensable part of any international arms control agreement.

I hope that Congress will correct this defect prior to the appointment of the new Chairman by enacting legislation giving the President the flexibility to select any of the Commissioners as Chairman.

He will be a credit to the FBI, this administration, and the country.

He brings a reputation as a tough, fair-minded protector of justice and the law.

I am proud to nominate Frank M. Johnson, Jr., as Director of the FBI.

I appreciate Judge Johnson's willingness to accept this important position.

My admiration for him is shared by those who have disagreed as well as agreed with his many difficult decisions from the bench.

The strength of our nation is derived from the diversity and resilience of its people.

I herewith report one new deferral of budget authority amounting to $11.3 million for the Energy Research and Development Administration's Intense Neutron Source Facility.

In addition, I am reporting a revision to a previously transmitted deferral for the antirecession financial assistance fund in the Office of the Secretary of the Treasury.
