I will nominate William B. Welsh, of Annandale, Va., to be an Assistant Secretary of Health, Education, and Welfare.

This legislation will be interpreted and applied by the executive branch in strict conformity with the terms and the intent of the treaties.

These items involve the Departments of Agriculture and Commerce and the Railroad Retirement Board.
