I am extremely pleased that the U.S. Commission on Security and Cooperation in Europe has taken the lead in assessing U.S. implementation and identifying areas where American performance can be improved.

We believe that this number can be eliminated or drastically reduced or consolidated and eliminate a great deal of burden on the executive branch of Government.

I urge the Congress to act promptly on the two bills I have discussed.

We have reduced the amount of time Americans spend filling out Federal forms by almost 15%-127 million hours.

Government—particularly the Federal Government—and redtape have been synonymous phrases.

The Director shall audit compliance with this Order and may issue rules and regulations necessary to implement it.
