We are committed to working with you, Mr. President, to create a framework of a relationship between our two peoples that's based on the principles of understanding, balance, and mutual cooperation.

Our friendship has at times been marred by mistakes, and even by abuses of power.

It is impossible to hold back a giant.

Let me say that I agree that we must not go down the path of arrogance or the path of submission.

I propose a toast: First, to the health of President Lopez Portillo and Mrs. Lopez Portillo.

Remarks before the Mexican Congress

I will never forget this day.

We do not feel like strangers at all, but as if we were at home in our own village.

The dishes you have served us today are the best I have ever had.

Your government has helped, but it is really the great efforts of the people of Ixtlilco el Grande that have made this program a success.

I hope that you will take every possible advantage of this rare opportunity to learn what you can about an exciting, interesting, intriguing country and people.

Yours is most important work, and I'm very grateful that our country has dedicated people like you, competent and professional, to represent our great Nation in this great nation.

By the authority vested in me as President of the United States of America by Section 5317 of Title 5 of the United States Code, I hereby amend Executive Order No. 12076.

Your responsibility is to tie our two countries together economically, politically, and in matters of mutual interest and mutual security.

Yours is not a sterile responsibility, and it's almost impossible in an embassy in this country to separate matters of foreign policy from matters of domestic policy.

We are very delighted and honored to come again to the great country of Mexico.

The communications initiatives include FCC regulatory changes, a loan program to encourage telephone companies to provide television and associated broadband services to rural residents.

I also direct that the flag shall be flown at half-staff on the same day at all United States embassies, consular offices, and other facilities abroad...

I cannot imagine a more appropriate day for our own reunion and to express the feelings that the people of my country have toward yours.

This is because the relationships between the United States of America and the Republic of Mexico are so important to Americans.

Democracy is not a static thing. It is an ongoing process, always changing, always evolving.

There is a compelling need for the increased national attention a separate Cabinet department will bring to education issues.

I have favored a ten-year moratorium on all commercial whaling since I was a member of the United States Delegation to the United Nations Conference on the Human Environment in Stockholm in 1972.

This will allow the Federal government to fulfill its responsibilities in education more effectively.

With a separate Department of Education, one Cabinet member will report directly to the President and be accountable to the Congress and the American people for the conduct of Federal education policies.
