I am equally convinced that the best interests of the people of Zimbabwe-Rhodesia would not be served by the lifting of the sanctions.

It means a lot to our country to do what's right and what's decent and what's fair and what is principled.

But I think that it's accurate to say that in many ways, the deep feelings of pain and suffering... have been expressed very deeply and in forceful terms in black music.

I cannot conclude that the elections were either fair or free.

This is Black Music Month.

When this great new organization of working people speaks out for social justice and for improvements in the American way of life, your voice will be heard throughout the Nation.

No other government on Earth has extended diplomatic relations or recognition to Zimbabwe-Rhodesian Government.

Black music has always exemplified the pursuit of happiness.

Now is the time for truth.

I’m tired of seeing America pulled apart by selfishness, and I believe that you are tired of this prospect also.

The Black Music Association is not an old organization, but it was one that was organized at the right time in the fight place for the fight reason.

We live in the strongest, most open, most prosperous, most generous, most hopeful, most free nation on Earth.

This comparability principle is equitable to Federal employees and taxpayers alike.

This legislation would give Executive Branch managers needed flexibility to adopt more efficient and equitable industry pay practices.

The Federal Employees Compensation Reform Act of 1979 will remedy these problems.

I am transmitting to the Congress today legislation to reform the Federal civilian employee compensation system.

The reforms I am proposing today are based on the principle that comparability is the best long-term policy for determining compensation for Federal employees.

We reaffirmed our commitment to strengthen NATO's defenses as part of the Alliance's Long-Term Defense Program.

The proposals I am making will insure that Federal employees are rewarded fairly for their work.

Compassion is a fundamental aspect of effective leadership and governance.

I call on all Americans to join on this occasion in honoring those who made the special sacrifice of being captive in war, and their loved ones.

I assure you that we will continue as in past months to work closely with the United Nations, the Cypriot parties and our allies to help ensure the success of these talks.

This is a significant decision, which holds open the promise that tangible progress can finally be made towards a just and lasting Cyprus settlement.
