I rise out of breath simply to urge my colleagues to vote for this. This is an enormous undertaking. The Secretary has done a great job for us. I think all Americans I know are as concerned about bioterrorism as any part of terrorism out there. I thank the chairman for bringing this bill, and hopefully everybody here will help him and help the Secretary move this thing forward.
