Let me point out to my friend from Wisconsin [Mr. Obey] that I am absolutely sure the gentleman does not know why I am doing this. I know the gentleman just told the Members why I am doing this, but I am confident that the gentleman does not know. Second, let me point out that, yes, I voted against special education, but that was before the Republican Congress came in and helped straighten that bill out. At the time, a considerable amount of that money was going to the attorneys, and until we could stop that particular bleeding problem, then it did not make sense to put taxpayer dollars in it.
