“This simply provides that none of the funds appropriated by this act shall be used for any study of the medicinal uses of marijuana. As I stated previously, and I would respectfully direct the attention of my colleagues on both sides of the aisle to my previous remarks, that this is in keeping with the professed explicit policy of the administration that they are unalterably opposed to the legalization of any drugs including for surreptitious purposes under the guise of medicinal use. This is an effort, Mr. Chairman, to make sure that $1 million, which they may want to use, at least the funds for that purpose, do not come out of this legislation.”
