In other words, if a State, as many States do, have a flat out prohibition on the sale of alcoholic beverages to a person under the age of 21, then the language that the gentleman is proposing here would not prohibit the recipient State from seeking injunctive relief from an out-of-State seller using the Internet to sell the alcohol to somebody under 21 in the recipient State?

This legislation would harm individual liberty and waste precious taxpayer resources.
I think there does need to be transparency in the process once the firm is in resolution with the opportunity for judicial review.
We need to have firms taking risks, having big capital buffers so in the event that they fail their owners suffer.
I think it is absolutely critical--and here I think Mr. Miller and I agree--that we change the basic nature of regulation in our system so that there are big buffers and we can internalize the costs.
