My problem is, and the reason that I think this amendment is necessary, is that even though the director of ONDCP states on record that he is not in favor of studying legalization of drugs, at the same time through his office they are seeking to spend $1 million. If they can do it in ONDCP, talk out of both sides of their mouth, my fear is other departments, including the Department of Justice, may do the same thing; and I think this is an important guarantee for the people of this country to know that at least these departments, including most importantly the Department of Justice, tasked with enforcing our drug laws, is not and will not be utilizing taxpayer moneys for such foolhardy studies.
