I must, therefore, express some surprise at the amendment that the gentleman from Indiana is offering and would respectfully urge my colleagues to vote against it. There are such things as wolves in sheep's clothing. This is a sheep in sheep's clothing. If one looks behind the facade of the rhetoric here, flowery and lengthy as it is, one finds absolutely nothing, zero, zip, nada. Not only is there nothing in this amendment in terms of requiring the English language in any way, shape, or form in Puerto Rico if it is admitted to statehood, but it actually, I believe, by its terms, would set us back.
