How can you do that? How is this a Federal authority? Where is it in the Constitution that you are going to spend another $8 billion?

I get that, I get that, but what I see is that what you are doing is you are putting a Federal foot on the ability of people to be an independent contractor.

I think it is paramount that HHS vet not only the sponsor but vet the child or vet the UAC coming into our country.
