It has no operative effect on those agreements, and I do not understand that the Senator from Wyoming intends to have any operating effects. Further, it is my understanding from reading the amendment that the Senator's intent is designed to prevent the Secretary of the Interior from unilaterally approving a compact and bypassing the State process that has been established. He attempts to accomplish this by imposing a 1-year moratorium. No. 1, it does not in any way have an operative effect on existing tribal-State compacts. No. 2, I think it is fair to say that the purpose of it is to prevent the Secretary of the Interior, in effect, from bypassing the process, the State compact negotiating process, to unilaterally approve such. I support what the Senator from Wyoming is trying to accomplish.”
