Mr. Speaker, the battle over the fiscal year 1996 budget is coming to an end. It is time. After two partial Government shutdowns, three continuing resolutions, and a lot of stonewalling by the White House, we are prepared to close the books on this fiscal year and move on. I am pleased that the rule before us is a fair rule in that it makes two Democratic amendments and two Republican amendments in order, including the lockbox amendment, which I care about, and many of us have worked on for a long time. This is going to allow the House to consider a fiscally responsible bill that will keep the Government running through the end of the fiscal year. I make that statement, Mr. Speaker, in the full anticipation that this bill is a fiscally responsible bill, we believe it is, and that it will in fact keep the Government running through the end of the year, the end of the fiscal year.
