First of all, in a school, juvenile offenders are in constant contact with other children who are potential victims on a daily basis. In a community, individuals and families can avoid all contact. Second, a system to prevent sexual crimes against children must be developed immediately. As I have said previously to the gentleman from Virginia, this notification is up to the freedom of the State. All they have to do is submit the plan and let the U.S. Attorney General know.”
