This hearing of the Subcommittee on the Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights--you guys know the committee--comes to order.

I have always argued to my colleagues that one of the ways we have to understand Vladimir Putin's actions in the world is his domestic policies.

I think there is kind of an attitude in the region that has become quite scornful of the notion of what is referred to as democracy or the freedom agenda or so on.

The situation they face is unsustainable in the long-term and the better thing to do is to create an internal accommodation.
