This is not about ending foreign aid. It is about structuring it in a way that furthers the national interest of the United States.

Not only is this a good idea, we owe it to the American taxpayer because this is taxpayer money. This is not a charity.

That treaty obligation would have to be enforced by the armed forces of the United States, particularly the U.S. Navy.

If we're going to reduce the size of this particular agency, we want to reduce the budget, merge it under the State Department, allow it to be under the purview of Secretary Marco Rubio, and then go from there.

I respect very much the fact that Panama has a process of laws and procedures that they need to follow.

I find it absurd that we would have to pay fees to transit a zone that we are obligated to protect in a time of conflict.

The United States has a treaty obligation to protect the Panama Canal if it comes under attack.

As a result, we’ve let problems fester, missed opportunities, and neglected partners. That ends now.

The message is that when there are sanctions because they are violating human rights, they are violating a whole series of things, travelling to Iran, helping countries that really wish harm to the United States.

It has to be programmes that we can explain. It has to be programmes that we can justify.

The United States is not walking away from foreign aid.
