So I think what you are saying is that the main purpose of these district commanders are to--is for their own personal development and their career, which means, really, that I guess, your civilian force is running the operation.
And the reason I raise it, is I think part of the frustration for those of us who are trying to see projects move along is that when there is new leadership, there is a learning curve.
time is money and the big ships are going to start passing Port Everglades by if they are not able to move on this.
