Mr. Delahunt, I don't want you to get too far away from ``they believe in smaller government.'' They believe in big government. The government has grown larger than any other time in recent history. Out-of-control discretionary spending, pork barrel spending. An article I read last night, they said that the President has dethroned President Johnson as it relates to spending. What they say and what they do, that is the reason we are here on this floor. We are saying ``they'' because that is what Newt Gingrich called them, ``they.''
