It is a culture of corruption and cronyism and incompetence. It is just that simple. It is just that simple. Mr. Speaker, we can outline this thing as much as possible. I mean, we can go into tomorrow morning if the rules would allow it, but it is just a culture. You cannot operate a business, you cannot operate an educational institution, and you definitely cannot operate a government under a culture of corruption, cronyism and incompetence.
