Is there any requirement that a State notify the Federal Government when they suspect there's been a breach?

I'm also concerned that the Federal Government does not have all the information it needs in these situations where there's been a breach.

The difference between being hacked and not being hacked, is knowing you've been hacked.

And in terms of the American public and voters in each of these states, can you tell me is there any requirement that the State notify its residents when the State suspects there may be a breach?
