Mr. Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Strike title III. On page 20, strike the heading ``Department of State'' on line 4 and all that follows through line 9 on page 23. On page 23, strike the heading ``Department of State'' on line 11 and all that follows through line 15 on page 24. Strike sections 404, 405, 408, 506(a), 506(c), 507, 508, and renumber accordingly.
