I would say we’re probably 90 percent there on the training element for both members and staff. The sticky wicket is the accountability. What are the consequences for bad behavior when it comes to sexual misconduct on Capitol Hill? That’s where we’re having to have some difficult conversations.

If that is not what lawfare is, I don't know what is. Lawfare by definition is exactly that, utilizing the law to take down your political opponents. It is an abuse of power.
