I would like to add to your comments and those of Senator Biden that we have talked mainly this evening about the humanitarian aspects of this issue. If I could bring it a little closer to home, in large part because of the health care conditions in the Caribbean, my State has suffered from time to time outbreaks of tuberculosis and other serious diseases. We now have a significant percentage infected with HIV. These are not 5,000 miles away; they are just a few minutes away. We have a very direct national interest in arresting this problem, preventing its outbreak in the future, and therefore protecting the people of the United States. I hope this amendment will be adopted. It not only is the right thing to do for the people involved, it is the right thing to do for our people involved.
