Association health plans would leave older, sicker, and higher cost consumers or consumers with preexisting conditions behind in a traditional market with skyrocketing costs, making it outright difficult to obtain coverage.

If we want to help small businesses and their employees we should not advance a rule that would leave them with insufficient coverage.
