Mr. Chairman, this is a tremendously important amendment. I compliment the gentleman for offering it, the gentleman from Florida [Mr. Johnston], as well as the gentleman from California [Mr. Miller], who have done a wonderful job in pushing this amendment forward. In my home State of Florida over the last 5 years we have expended almost $1 billion on the program of educating newcomers to our State. It is a terrible burden upon the States who are impacted tremendously by people coming from offshore the United States. Mr. Chairman, this is a responsibility of the Federal Government. The States have no control over who is admitted to the schools or who is even admitted to our shores. This is clearly a tremendous responsibility. Mr. Chairman, I commend my colleague and good friend from Florida, Harry Johnston, for his hard work in seeking to assist Florida and other highly impacted States in recouping resources strained by immigration--both legal and illegal.
