while Republicans take positive steps to reduce the marriage penalty, Democrats are giving America's families one more incentive not to stay together. Under their substitute, a family making $75,000 can deduct up to $5,000 per year for educational expenses. However, a divorced couple or an unmarried couple living together, each earning $50,000 or $100,000 combined, can deduct up to $5,000 each, or a total of $10,000. In other words, Mr. Chairman, Democrats reward families that stay together with a $5,000 tax penalty. Anti-family policies like this one, simply put, are destructive to families and should be rejected. I urge that we vote ``no'' on the substitute.
