I would also like to commend him in his initiative for many, many years on behalf of the importance of improving education in the United States, and in particular, in the area of school choice and its value in improving education. We clearly have a problem in our Nation today in that many of our schools are failing. Many of our public schools are not getting the job done. Educational performance has declined in the United States over the past 30 years. The approach of the past has always been to throw more money at the problem. It has been very, very clearly demonstrated that that is not the solution.
