the amendments in section 3 dealing with trade-sensitive commodities would limit the President's proclamation authority so that tariff reductions could not be implemented without specific congressional approval. It is also my understanding that the bill restricts the ability of the administration to reduce tariffs on sensitive agricultural industries. Finally, the bill requires that import-sensitive agricultural products such as citrus be fully evaluated by the ITC prior to tariff negotiations and that any probable adverse effects be the subject of remedial proposals by the administration.
