It is not the end of the world if the EPCA, the Energy Policy and Conservation Act, expires. It is supposed to expire, as I understand, tomorrow. It is not the end of the world. In fact, the House and Senate passed a reauthorization for the EPCA on September 30, 1999, last year. It was sent to the President on the day it was to expire. The President of the United States, President Clinton, did not sign it. In fact, he waited 5 days and it lapsed. So I point out that here it is not a crisis. We are going to take care of this, and I assure my colleagues, I am on the Subcommittee on Energy and Power, and working with the appropriators, we will do this; and I assure the gentleman we will. I am very sensitive and empathetic and sympathetic to what he has to say here.
