- deregulation of the airlines, natural gas, railroads, telecommunications, and trucking industries yields annual savings equal to nearly 1 percent of America's gross domestic product. This Congress, we will attempt to craft a measure that will finally and successfully unleash competition and savings from utility reform, electric deregulation. In recent years, competition has replaced regulation for the electric power industry in a number of nations, including the United Kingdom, New Zealand, Norway, Chile and Argentina. Many took a very long-term approach to this process. The United States faces a unique situation in that our electric power industry is largely already privatized. So we must focus on alternating our current system and effectively fostering more competition. This should not be done through a Federal mandate. Clearly, we would be wise to make the State-mandated restructuring more efficient instead of imposing a separate Federal mandate. I see the ideal measure as one that fosters competition, avoids Federal mandates and lowers rates for all consumers. To create this legislation, we must eliminate outdated laws, inject fairness into the process, and delineate the proper roles of the Federal Government and State governments. - I rise today to speak on campaign finance reform, legislation once again before this Chamber. I, like most of my colleagues, support some type of campaign reform. I know that reasonable and balanced reforms to our current campaign finance system is necessary. Unfortunately, the Democrat bill, the Shays-Meehan bill, does not strengthen or improve our campaign finance system as well as I think the Ney-Wynn bill does, which is a Republican alternative. In fact, I think the Democrat bill does more to harm than help both the political process and the Constitution by hurting the ability of political parties to increase citizen involvement and participation, unconstitutionally limits free speech, and tilts the playing field towards one party or another. For this reason, I applaud the gentleman from Ohio (Mr. Ney) and the gentleman from Maryland (Mr. Wynn) in their bipartisan bill for their efforts at sensible reform for our current system. Proponents of the Shays-Meehan bill, which is support by the minority leader, the gentleman from Missouri (Mr. Gephardt), claim their legislation puts an end to soft money. That is false. None of the proposals before this body ban a complete ban of soft money. Even the most cursory of glances indicates there is no soft money ban in the Shays-Meehan campaign finance legislation.2 sources2002govinfo.gov
- I rise today to address a problem that should be at the forefront of our agenda as we move into the 108th Congress. Our immigration system today needs improvement. Unfortunately, it took a tragedy to remind us about this. This country, of course, was based upon immigration. It was what has made us strong and all Americans recognize its importance. But this system needs improvement. We must continue to facilitate the entry of those men and women who make productive citizens, yet continue to filter those who are not eligible and those who could bring harm to our way of life. As a body, we recently moved the INS to the Department of Homeland Security, a measure that signals a return to our security. This administration has realized the fact that reorganization must take place before we can take steps to reform our immigration system. At no other time in our Nation's history have we faced more of a threat to our domestic security; but as we make strides towards improved security measures, I am deeply concerned that countries, even those who are considered allies, are lining up to compromise our work. Every day, Mr. Speaker, thousands of illegal immigrants stream across our sieve-like borders and into our country. Once they are inside, the grim reality stands that they are totally, totally untrackable. Yet our neighbor to the south does nothing to help us.…2 sources2003govinfo.gov
- As the 106th Congress draws to an end, we can celebrate many of our accomplishments--the Social Security lockbox, the third annual budget surplus in a row, and more than $300 billion in debt reduction. The end of the 106th Congress also means bidding farewell to many of our colleagues. Among the outstanding public servants who are stepping down is Tillie Fowler of Jacksonville. Her dedication and expertise will be sorely missed. Mr. Speaker, my district covers all or part of nine counties and is contiguous to 6 other congressional districts--five of them in Florida. My district stretches from just outside of Orlando all the way to the Georgia border. This gives me the honor of representing a portion of Jacksonville, and this has given me the privilege of working closely with Congresswoman Fowler on many issues. Not so long ago, Jacksonville was looked upon as a small city supporting paper mills, a commercial port, and military bases. Today, the Jacksonville area numbers one million people and the city is recognized as a vibrant, growing urban center. Although it has shed some of its past, Jacksonville maintains its strong commitment to our armed services as the host to major military facilities. The successful transformation of Jacksonville over the past two decades owes much to Tillie Fowler. She has worked on behalf of the area as a volunteer, and as an elected official at the local and federal levels. This dedication to public service is a family trait.2 sources2000govinfo.gov
