I support H.R. 217 but urge this body to do more to assist those organizations which have targeted their efforts primarily at veterans. Many of these homeless populations are down on their luck. I know that is true. They have had problems with their health. There is something else that is occurring here, however. Many of the homeless have learning disabilities that make it very difficult for these persons to retain and keep a job, a job that is above minimum wage.
