I am a member of the Renewable Energy and Efficiency Caucus. I strongly support, obviously, providing property owners with the education, simple education, incentives for them, and resources to voluntarily improve their homes and save energy. But I have a number of significant concerns with this legislation, including the total cost; also questions about the U.S. Department of Energy, their ability to effectively implement this program; and the fact that the Federal Government will be the one picking technology winners and losers, and not the free market, is also a concern of mine. My colleagues, at a time when we have an increasing national deficit, it's simply irresponsible to add an additional almost $7 billion in spending. Again the word billion. This spending is in addition to the more than $10 billion spent by the American taxpayers to implement a weatherization program.
