I have to be honest. I think what she is saying is praiseworthy, but the amendment is not necessary because we already have in the bill the language that is needed. We have used the words ``negligent entrustment,'' and this is a legal term, and that term is used in the bill. Because of the way it is used in the bill, it automatically covers what the gentlewoman from California (Ms. Linda T. Sanchez) wants to put in her amendment as part of the bill.
