Dr. Harold Varmus was the former NIH director, and he sort of confirmed what my amendment intends. He recommended steps to make the agency more welcoming to the public and available and transparent, including what he called a Council of Public Representatives, COPR. There were 20 members that he selected, put this together; and he had a meeting in April 1999.
