Mr. Speaker, I seldom try to put words in the mouth of other Members, but I listened carefully to the gentleman from Maryland (Mr. Hoyer), and I think he did misspeak on one particular issue. The gentleman emphasized that the House had not considered one appropriations bill. The fact of the matter is that we have sent to the Senate the Defense bill, the Legislative branch bill, the Military Construction bill, the Interior bill, and the Treasury-Postal Service bill. We have passed those through the House. In addition, I would add that the Agriculture bill, the District of Columbia bill, the Energy and Water Development bill, the Foreign Operations bill, Transportation bill, and the Labor-HHS-Education bill are all ready to be considered at a moment's notice. We will mark up the VA-HUD bill next week. The committee has been very aggressive in meeting its responsibilities.

this is not some political issue. This is serious business. You are dealing with some of the most fragile marine ecosystems in the world. This moratorium was put on here for a good reason. And I mentioned earlier during general debate, it…

I didn't intend to speak on this until I read the bill, and I didn't have much chance to read the bill because it didn't go through any committee, and it was only introduced last night. But this bill is an illusion. It is not what it is…
