I agree strongly with Mr. Murtha's statement about torture. I don't think Americans want to be known as a Nation that do torture. But we have put prohibitions on torture in our Defense appropriations bills almost from the beginning of the war, and so we have made it very clear that we are opposed to the use of torture. We just wish the other side would go by the same rules.
