How can CEQ then, which chairs its initiative, direct Federal agencies to implement these changes when you guys don't actually properly define what constitutes a disadvantaged community?

I think there is no clear really example of what happened recently with the D.C. Council's decision to rewrite the city's criminal code, which thank goodness, was overturned.

I just hope that you're taking into account people that might not necessarily have the resources when you guys are making these decisions because it is going to impact a lot of people, and it is going to hurt Americans.
